Could 16 and 17 year olds have a say in the marriage law postal survey? "IndyWatch Feed Allaunews"

Could over 47, 000 16 and 17 year olds who have made an application to be on the Electoral Roll, to have practical effect when they turn 18, be entitled to a say in the ABS marriage law survey?

While 16 and 17 year olds are barred from voting, they may currently make a claim to be on the electoral roll, and would be considered to be on the roll, other than for the purpose of an election.

The Treasurers direction for the postal survey defines elector as:

       elector means a person:

(a)    enrolled on the Commonwealth electoral roll at the end of 24 August 2017; or

(b)   who has made a valid application for enrolment on the Commonwealth electoral roll before the end of 24 August 2017.

The Electoral Act permits 16 and 17 year olds to make a claim to be on the Electoral Roll. Section 100 states:

(1)  A person who:

                     (a)  has turned 16, but is under 18, years of age; and

                   (b)  would be entitled, in respect of residence at an address, to be enrolled for a Subdivision if he or she were 18 years of age;

may send or deliver a claim to have his or her name placed on the Roll for that Subdivision to the Electoral Commissioner.

Section 93 then ensures that people who have made a claim but are under 18 cannot vote until they turn 18.

But the wording does establish a position that these under 18 year olds are on the Roll they just cannot vote.

 (3)  An elector:

                     (a)  whose name has been placed on a Roll in pursuance of a claim made under section 100; and

                    (b)  who has not attained 18 years of age on the date fixed for the polling in an election;

is not entitled to vote at that election..........

Im not saying such women dont exist; I know they do. Im just saying that if they exist in equal numbers to the men, its odd that I met so very many men like that, and not even one woman like that, in a job where all the women around me were obviously pretty comfortable with computers. We cant blame it on residual sexism that prevented women from ever getting into the field; the number of women working with computers has actually gone down over time. Conservation in sub-Saharan Africa faces monumental challenges. Rapidly growing human populations and resource consumption are creating growing pressures on land, water and other natural systems. Weak governance coupled with market demands means that illegal use of natural resources- from fisheries, to timber, to elephant ivory- is a major driver of over-exploitation. Ultimately, effective and durable conservation efforts require major investments in protecting large landscapes through government, community, and private institutions, and in improving governance at multiple levels. A key to meeting the challenges to effective conservation at scale is providing resources that enable creative and effective conservation organizations to deliver lasting results. Much of the discussion in conservation focuses on the limited amounts of funding available-. However, an important, but less discussed, issue is how funding is delivered and accessed. Recently, we brought together funders and conservationists working in Africa, to discuss funding approaches that can achieve greater impact on the ground. Research published in the journal Frontiers in Ecology and the Environment last month that examines how wildlife adapts to the impacts of global climate change focuses on the American pika, a small, tailless mammal that exhibits a range of adaptive behavioral changes, as a case study. The authors of the study note that there are a few primary responses to climatic variability available to animals in the wild: move, adapt, acclimate, or die. When acclimate is a species response, that will usually require the species to adapt its behavior to the new climatic conditions it finds itself facing. Behavioral flexibility allows animals to rapidly cope with changing environmental conditions, and behavior represents an important component of a species adaptive capacity in the face of climate change, the authors write. However, there is currently a lack of knowledge about the limits or constraints on behavioral responses to changing conditions. In addition to looking at the American pikas behavioral responses, the researchers evaluated close to 200 peer-reviewed studies that documented behavioral responses to climate change in six animal taxa: amphibians, birds, fish, invertebrates, mammals, and reptiles. Because behavioral responses can be observed in a much shorter timeframe than other responses, like range shifts or population declines due to falling birth rates and rising mortality, they could potentially provide something of an early warning sign about the impacts of climate stressors, the researchers note. Lending finance displayed some solid 'bouncebackability', jumping by +8.3 per cent to a 7-month high of $73.59 billion. 


The rebound was driven by a bolshie +13.7 per cent uplift in commercial finance, while lending for renovations also trended up to their highest level in 7 years in June, helping to push total owner-occupier lending higher.

The over 10 year-long blockade of Gaza is having a devastating impact on the lives of people living in the strip, affecting healthcare, water systems, and the ability to live and work.

Gazas only power plant completely shut down in April due to lack of fuel and has barely been functioning since. In June, the Israeli Authorities halved the power supply to Gaza, at the Palestinian Authoritys request to reduce payments. Once again, ordinary Palestinians are suffering the consequences of an over 10 year-long blockade and ongoing political tensions. This is having a devastating impact on the daily lives of people, affecting healthcare, water systems and the ability to live and work.

The Culture and Free Thought Association, a Gaza based charity for children and young people, has said that the electricity situation has worsened since 2006 when Israeli Forces launched missiles at the power plant. They report that since then, electricity has been used as a measure of collective punishment in the Gaza Strip. Israeli human rights organisation BTselem, warns that the situation in Gaza will deteriorate further, making the area virtually unliveable.

Only 3% of the water in Gaza is suitable for consumption, with just 10% of the population having access to safe drinking water. This is due to high salinity and damaged sewage systems following repeated military offensives, which are now unable to function with the lack of electricity and are pumping raw sewage into the sea.

Lets see how Aussie stocks hold up today.

Earnings season rolls on. Results have been slightly choppy across the board. You have to feel for shareholders in ResApp [ASX: RAP].

The shares were absolutlely hammered on Wednesday. Down 78% on the close, and theyre unlikely to bounce back any time soon.

As a trader I know says, if the market gives you time to panic, its already too late. Its a good example of why risk management is the most important thing you can control as an investor.

Even Nick Scali took a 15% hit yesterday despite the fact the company posting a record net profit. Boss Anthony Scali suggested some store sales might slow. Cue sell-off. You have to know what type of investor you are there. If youre in it for the long-term, you can probably ride that one out.

Like I said, a bit choppy. Mind you, the banks seem to be doing ok. Commonwealth Bank logged a $9.9 billion profit earlier in the week.

And now NABs [ASX: NAB] latest trading update says cash profit is up and doubtful debts down.

$675 million for Peppertoo low?

You might remember I mentioned that non-bank lender Pepper Group [ASX: PEP] had received a takeover offer last month. There a question over whether it would get done.

Well, its now confirmed Peppers management are going for it.

Shareholders still need to approve the deal. Interestingly, investment group Perpetual hold a 12% stake in Pepper and will vote against it.

Perpetual is saying the $3.60 offer price undervalues the company. Im inclined to agree with them...

South Carolina consumers will be left holding the bill, and 20 per cent of their electricity rates will go to pay for something that will never be completed.

 Critics say the decision heralds the demise of new nuclear in the US, and expect the Vogtle nuclear reactor project in Georgia to also collapse as its costs also surge.

New Delhi: The Indian Institute of Mass Communication (IIMC) is considering whether to adopt Central Civil Services (CCS) Conduct Rules for its faculty members, who termed it as a bid to gag them and an assault on academic freedom.

Three JD(U) MPs have also written to information and broadcasting minister Smriti Irani alleging that the administration of the state-run media school is politicising academic issues raised by the teaching staff.

The issue figures on the agenda of the institutes executive council (EC) meeting scheduled for August 11, where a decision may be taken to include code of conduct, professional ethics and disciplinary matters in the IIMCs bylaws.

The CCS Rules bar government servants from criticising any current or recent policy or action of the central government or a state government.

A committee was formed in 2016 to deliberate on the issue, which in its last meeting on July 28 framed its recommendations including that the IIMC may follow all rules of the central government wherever IIMC bylaws are silent.

I've made one bag that I'm excited to share with you - as soon as I get some photos taken of it. 

And we have a relative's wedding to attend and sing at, which we're looking forward to. What is Chinas Social Credit System?

The Government of China has been working with several large financial institutions to develop a supreme social credit system that will give each citizen a single number rating.

According to Chinese officials, the rating system is meant to measure an individuals overall trustworthiness. And unlike a traditional credit score, the new credit system will take into account much more than a persons banking history.

Utilizing national databases, scores will be determined using a variety of factors, like credit, age, job, health, academic performance and lifestyle. Also, its rumored things like not caring after your parents properly, criticizing the ruling party,inaccurate reporting or even minor traffic violations could lower scores.

The new system  which is set to be implemented by 2020 is still in the testing stages, with the Chinese government currently watching eight state-approved pilot projects. Each project is using arcane algorithms to create their own unique scoring system.

Eventually, the Chinese government would like to use these scores to rank everyone inside Chinas borders. Citizens with good scores will have an easier time getting access to certain privileges, like permission to travel abroad, their children into the best schools, a loan, a hotel room, a job, a date and more.. While individuals with lower scores, will be punished by the cold shoulder of society.

As scary as that may sound, the Chinese government is heavily invested in making their new social credit system a reality.
