The territorys public purse is chronically empty, and this years budget has a 51.8% deficit. And unlike prices in the shops, Transnistrians incomes are hardly growing.

Transnistria has to import the majority of its goods, and its own industry is losing momentum political isolation has taken its toll, and after a financial-economic crisis over many years, cash is in short supply. Not only pensions and benefits are affected, but other public institutions, including education.

The need for financial prudence is only one reason for an academic efficiency drive in the PMR: theres also a shortage of schools and teachers. Every year the number of university graduates willing to work in the territorys villages drops, whatever incentives theyre offered.

This is an issue for children and an issue for everyone.

Our backlog of road maintenance requires a 4x increase in the road budget to catch up. Our city hall is crumbling and is going to require xx millions we dont have in repairs. Our pension fund is underfunded to such a degree that, even with unrealistic projections for future returns, we will never catch up. We need double the number of maintenance workers we have if we are to provide basic maintenance to all the park space in the city.

Ive heard these all, and more, throughout my professional career. The most troubling thing is not that they are dismissed but the reason why: nobody knows what to do. City after city is struggling with massive budget shortfalls structural insolvency resulting from years of bad development and investment practices and the numbers are so overwhelming that they induce inaction.

There are many times I sat there listening to this conversation play out thinking that these public officials didnt need another report. They were keenly aware already that they were in a lot of trouble. What they needed, and what the community as a whole needed, was more akin to an intervention.

Twelve step programs are an important way for those who have hit rock bottom to set themselves on a different course in life. Heres how to adapt that thinking for a community wanting to come to grips with financial insolvency.

1. Admit that there is a problem.

With our city struggling over financial insolvency, we must admit that there is no amount of growth that can reasonably be anticipated, no level of taxation that we can apply and no amount of debt we can assume that will solve the financial problems we face. We cant grow, tax or borrow our way out of the mess we are in. We need a change in approach.

2. Understand that there is no simple solution.

The change in approach we seek is not going to involve one or two policy tweaks but will require a broad rethinking of policies, programs and priorities. The change should feel more like adopting a healthy diet with regular exercise than it is like a discovering a wonder drug.

3. Decide that this situation can only be addressed by the broader community being served.

There is no way to force a lifestyle change on people who do not want it. The change that is required of us cant be made by public officials alone; it requires the deep commitment of the entire community. We must agree to making the conversation theirs.

4. Take an honest inventory of the communitys financial condition.

LONDON (AFP)  BBC journalist Carrie Gracie announced Monday she had quit her post as China editor in protest at an indefensible pay gap at the British broadcaster, winning support from dozens of colleagues.

Gracie said she resigned last week over a crisis of trust which has engulfed the BBC since the broadcaster was forced last year to reveal the salaries of its highest-paid employees.

The disclosures showed an indefensible pay gap between men and women doing equal work, Gracie said in a blog post announcing her resignation.

These revelations damaged the trust of BBC staff, she added, stating that up to 200 women employed by the broadcaster had made complaints over pay discrimination in recent months.

Two-thirds of BBC staff earning more than 150,000 ($203,000, 169,000 euros) were shown to be men, according to the figures published in July.

Gracie warned that a bunker mentality by managers so far is likely to end in a disastrous legal defeat for the BBC and an exodus of female talent at every level.

Her resignation was widely reported by BBC news programmes, while the broadcaster said there was no systemic discrimination against women.

The former China editor has returned to London and will resume her former post within the television newsroom.

On Monday, she co-presented BBC Radio 4s Today programme, during which she said she was moved by the positive reaction to her decision which spoke of a depth of hunger for pay equality.

More than 130 journalists who are part of the BBC Women group backed her decision.

It is hugely regrettable that an outstanding and award-winning journalist like Carrie Gracie feels she has no option but to resign from her post as China editor because the BBC has not valued her equally with her male counterparts, they said in a statement published by the BBCs Lyse Doucet, chief international correspondent.

Michelle Stanistreet, general secretary of the UKs National Union of Journalists, said the body was determined to hold the BBC to account and reach settlements on behalf of women who have suffered a salary deficit.

MANILA, Philippines  US President Donald Trumps National Security Strategy, despite being consistent with his America First policy, offers opportunities to enhance US-Philippines alliance, an analyst said.

Last December, Trump unveiled a new NSS, which is organized into four pillars protect the homeland, promote American prosperity, preserve peace through strength and advance American influence.

Under the third pillar, the US seeks to rebuild its military strength to protect their diplomatic, information, military and economic interests.

In a commentary published by the Center for Strategic and International Studies, National Defense College of the Philippines senior defense research officer Christian Vicedo said that Washintons security interest and priorities in the Indo-Pacific would have an impact on the US-Philippines alliance.

Chinas artificial islands in the South China Sea, North Koreas nuclear threat and the rise of terrorism and radical extremism are the three regional security issues mentioned in the NSS.

Vicedo noted that addressing the three regional concerns would entail US security commitment to allies and partners in the region.

As a result, while Trumps NSS reiterates transactional principles of economic reciprocity and burden-sharing in confronting common threats, the possibility of a diminishing US security commitment to the Philippines seems unlikely, Vicedo said.

Prime Minister May is set to make alterations to her Cabinet in an effort to reassert her authority, according to reports. The move follows several major resignations in Mays government over separate scandals.

The government of British Prime Minister Theresa May is expected to undergo a reshuffle on Monday after a series of high-profile departures.

According to government sources, several high-profile ministers should expect to be axed.

While May did not comment on the reshuffle directly, she told the BBC on Sunday that some changes do have to be made, and a Labour Party MP, citing information from colleagues in Mays Conservative Party, told French news agency AFP that she would make the changes Monday.

Ministers resign amid numerous scandals

The news comes after Mays confidante and Deputy Prime Minister Damian Green was forced to resign last month over a pornography scandal. Shortly before, Defense Minister Michael Fallon and International Development Minister Priti Patel stepped down in separate controversies.

Fallon resigned in November amid wider sexual harassment allegations in Westminster, while Patel was forced to quit due to unauthorized meetings in Israel.

Key figures like Foreign Secretary Boris Johnson, Chancellor of the Exchequer Philip Hammond and Brexit Secretary David Davis are expected to keep their jobs, but Education Secretary Justine Greening and Conservative Party chairman Patrick McLoughlin looked likely to be fired in the reshuffle.

According to the right-wing Daily Mail newspaper, May was expected to clear out the pale, male and stale from her ranks, and hopes to promote more women and lawmakers from diverse backgrounds in order to build a government that was more in the image of the country.

Historically, the process under which the ethical conduct of elected members of local Councils was regulated by the Standards Board for England (SBE), established under the Local Government Act 2000 and sponsored by the DCLG.

The SBE was abolished on 1st April 2012 under the terms of the Localism Act 2011.

First and second tier Councils throughout the country were each required to implement (and publish) a new Councillors Code of Conduct under which ethical standards of elected members should thereafter be regulated. The duty of Councils to promote and maintain high ethical standards of conduct is set out in s.27 of the Localism Act 2011.

To aid Councils in formulating legally adequate terms for their Codes of Conduct, parliament published a Briefing Paper what amounts to an instruction manual an early paragraph of which states, inter alia:

Each local authority must publish a code of conduct, and it must cover the registration of pecuniary interests, the role of an independent person to investigate alleged breaches, and sanctions to be imposed on any councillors who breach the code.

I am part of a student-run non-profit called Hack4Impact at UIUC, where we develop technical projects for non-profit organizations to help them further their missions. Each semester, we have multiple project teams of 57 student software developers, with a variety of skill levels including students who have only finished their first college-level computer science course.

Since many non-profits often asked for web applications, I curated a Flask Boilerplate to allow teams to quickly get their backend REST API services up and running. Common utility functions, application structure, database wrappers, and connections are all provided along with documentation for setup, best coding practices, and steps for Heroku deployment.

This 106th birthday celebration of the African National Congress is particularly important as it immediately follows the seminal 54th National Conference held in December 2017, under the theme "Remember Tambo: Towards unity, renewal and radical socio-economic transformation".

It also takes place, amongst others, in the year in which South Africa and the world will celebrate 100 years since the birth of the father of our nation and icon of our struggle, Isithwalandwe/ Seaparankoe Comrade Nelson Mandela.

Emboldened by the resolutions of the 54th National Conference and inspired by the life of Comrade Mandela and his generation, we mark this 106th anniversary of the founding of the ANC, cognizant that ours is to emulate Madiba's legacy of selflessness, sacrifice and commitment to the unity of the organisation, the mass democratic movement and the people of South Africa.

In celebrating the last 106 years of the African National Congress, we must never lose sight of the selfless sacrifices of thousands of people, many remain nameless and faceless who gave their lives for the freedoms we enjoy today.

The ANC is now more than ever more united and determined to lead the struggle for a united, non-racial, non-sexist, democratic and prosperous society.

When a group of workers at a Dollar General store in Auxvasse, Missouri, voted to unionize in early December, employees at nearby stores wanted to know whether the move would affect them. Margeorie Nation, the manager at a Dollar General in Glasgow, another Missouri town, raised her concerns in a conversation with other store managers. There appears to be a genuine demand for cryptocurrency-related hedge fund investment opportunities. We have seen quite a few of these investment vehicles come to market in 2017. Blocktower Capital is one of these ventures, which is spearheaded by former Goldman Sachs VP Matthew Goetz. So far, the project has raised $140m in backing, which is rather impressive. Silicon Valley and Wall Street have not given up yet on their cryptocurrency dreams.

It is always good to see more cryptocurrency hedge funds come to market. These investment vehicles provide institutional investors with a new outlet to generate profits. With Blocktower Capital, it is evident there is a growing demand for services such as this one. After raising $140m since August 2017, things are certainly off to a good start. Indigenous nuclear submarine INS Arihant has suffered major damage due to human error and has not sailed now for more than 10 months, say sources in the Navy.

Arihant is the most important platform within Indias nuclear triad covering land-air-sea modes.

Arihants propulsion compartment was damaged after water entered it, according to details available with The Hindu. A naval source said water rushed in as a hatch on the rear side was left open by mistake while it was at harbour.

The Ministry of Defence did not respond to questions from The Hindu.

The accident

Since the accident, the submarine, built under the Advanced Technology Vessel project (ATV), has been undergoing repairs and clean up, the sources said.

Besides other repair work, many pipes had to be cut open and replaced. Cleaning up is a laborious task in a nuclear submarine, the naval source said.

The Arihant issue rose soon after INS Chakra, the Nerpa class nuclear submarine leased from Russia, was reported to have suffered damage to its sonar domes while entering the Visakhapatnam harbour in early October. However, INS Chakra has only a peripheral role in the nuclear triad, for both training and escorting, and Arihant  is the one that will carry nuclear missiles.

The absence of Arihant  from operations came to the political leaderships attention during the India-China military standoff at Doklam. Whenever such faceoff takes place, countries carry out precautionary advance deployment of submarine assets. Arihant (Code name S2) came into the limelight on July 26, 2009, when Gursharan Kaur, wife of Prime Minister Manmohan Singh, broke a coconut to mark its launch in Visakhapatnam.

After that, the submarine was towed to an enclosed pier for extensive harbour trials from the dry docks at Ship Building Centre, away from public view. Arihant was quietly commissioned into service in August 2016 and its induction is still not officially acknowledged. It is powered by an 83 MW pressurised light-water reactor with enriched uranium.

Iran says Saudi Arabia, the United States, and Israel are fanning the flames of regional crises through their interventionist policies and invasive actions.

Foreign Minister Mohammad Javad Zarif made the remarks in an address to Tehran Security Conference on Monday. The one-day event - held under the banner of Regional Security in West Asia; Emerging Challenges and Trends - is the second of its kind organized in the Iranian capital. More than 200 Iranian and international political figures and analysts attended the conference.

Zarif blamed the Saudi-led military invasion of Yemen as "one of the key factors creating tension in the region," adding that after engaging in 33 months of futile warfare, the invaders should have come to the realization that there exists no political solution to the Yemen crisis and that negotiation and consensus alone can contribute to the ultimate resolution of the crisis.

Leading a coalition of its allies, Saudi Arabia launched the offensive to restore its favored government in Yemen and crush the popular Houthi Ansarullah movement that has been defending the nation against the invaders. However, it has fallen short of achieving either goal. Instead, the military aggression has taken the lives of as many as 13,600 Yemenis and ruined the country's infrastructure since its onset in March 2015.

The Iranian top diplomat also denounced the US interventionist strategies as one of the most substantive challenges, further complicating the existing circumstances in the region.

"The US is still ignorant of objective facts across the region, and insists on pursuing its destructive and tension-creating policies through its illegitimate military presence on Syrian soil," he noted.

Zarif pointed out to the continued occupation of Palestine as the most critical issue facing the region.

The Goroka Bank South Pacific (BSP) Branch was robbed this morning by an armed gang who were dressed in Police uniform.

The perpetrators left with K567,000 in cash. During their getaway they knocked down the gate of the bank and bumped one security guard.
They were pursued and are currently hiding in the bush.

The money that was stolen belonged to Shana Trading, a local Chinese owned establishment.

It is believed that there were five robbers made up of three gunmen, one driver and possibly another member of the group seated on the passenger side of the Blue ten- seater Toyota Land Cruiser used in the robbery.

The robbers drove into the corporate clients side of the bank and waited for the cash transfer to happen. Once the transfer was taking place, they forcefully took the cash and then drove at full speed on to the main road, knocking down a gate of the bank and bumping a security guard.

They left the Land Cruiser at a nearby settlement and used taxi which took them towards Kama on the road leading to Behute CIS. It is believed that the taxi then dropped them off somewhere along the side of the road where they then made their way into the bush.

Provincial Police Commander of Eastern Highlands Province Alex Ndrassel says that currently the police are searching for the taxi used in the getaway and are searching the bush where the robbers may be hiding.

No one else other than the security that was hit by the getaway car was injured during the robbery.

An Israeli firm says it has paid about $30 million to the family business of Jared Kushner, US President Donald Trumps son-in-law and senior aide, a new report states.

Kushner Companies, which specializes in real estate, has received an around $30 million payment from the Israeli insurance company Menora Mivtachim, The New York Times reported Sunday, citing one of the Israeli firms executives.

The hefty investment concerned Maryland apartment complexes owned by Kushner Companies, but did not involve Jared Kushner personally, the Times reported, noting that the transaction did not violate federal ethics laws.

Ran Markman, Menoras head of real estate, told the daily that he had never even met Kushner and his position in the US government did not play a role in striking the deal.

The connection to the president was not an issue, Markman said.

Kushner, who is married to Trump's eldest daughter Ivanka, resigned from the family business last year to join his father-in-laws team at the White House. However, he still owns stakes in the company, including in the Maryland apartment buildings.

The Times had reported last year that Kushner had teamed up with a member of a wealthy Israeli family to invest about $200 million in apartment buildings across New York Citys flashy Manhattan neighborhood.

Kushners company has also received a number of loans from Israels largest bank, Bank Hapoalim, which has been under a US Justice Department investigation over allegations that it helped wealthy Americans evade taxes.

Additionally, Kushners family foundation has contributed to Israels illegal settlement activities in the occupied Palestinian lands by donating money to a settlement group in the West Bank, the Times said.

The deep business ties raises questions about Kushners ability to maintain a neutral role in his mission as Trumps designated mediator between Israel and Palestine.

Over a hundred days have passed since Puerto Rico was hit by Hurricane Mara, the most powerful storm to make landfall on the island in nearly a century. The prevailing devastation in the US colonial territory is a grim illustration of the attitude of the ruling class, not only to the workers and youth of Puerto Rico, but to those on the US mainland as well: one of complete indifference and contempt.

Every aspect of life for Puerto Ricans has been affected. The ongoing blackout referred to on the island as apagn is the longest and largest power outage in modern US history. Downed power lines still litter the streets from Aguadilla to San Juan, while bundles of wires and debris line the sidewalks. Only 55 percent of the island has had power restored, and even these recovered areas experience frequent blackouts from the highly unstable electrical grid.

Lack of power means that hundreds of thousands of people are struggling to survive without basic necessities, including running water, refrigeration, washing machines, ovens and internet. In the year 2018, in a territory of the most advanced capitalist country in the world, old fashioned washboards are being sold in every corner market.

US government officials rush to defend their boss, US President Donald Trump, in the backdrop of new allegations against him in an explosive book.

The book, whose excerpts started being released before it was published on Friday, offers an embarrassing account of Trumps first year in office and includes quotes from former White House chief strategist Stephen Bannon calling Donald Trump Jr.s meeting with a Russian lawyer during the 2016 presidential campaign treasonous and unpatriotic.

Trump administration officials, including two from the cabinet, appeared on various TV shows Sunday to play defense in the wake of the release of the book titled Fire and Fury: Inside the Trump White House, by journalist Michael Wolff.

White House policy advisor Stephen Miller probably got most of the attention as he was abruptly cut off during an interview on CNN over the matter.

Miller decried the book, calling it a grotesque work of fiction and a pile of trash written by a garbage author.

He then started arguing about the TV outlets coverage of the controversial book and was ultimately cut off by host Jake Tapper, who called the advisor "obsequious."

I get it. Theres one viewer that you care about right now and you're being obsequious and youre being a factotum in order to please him, OK, Tapper said, referring to the president.

Trump himself came out in defense of Miller by a tweet later in the day.

PNG Kadovar Island Volcanic Eruption Update "IndyWatch Feed Allworld"

During a Press Conference attended by Governor of East Sepik Allan Bird, Member for Wewak Kevin Isifu, Director National Disaster Mose, Secretary of Defense Trevor Meauri and the PNGDF Chief of Staff Col. Numa for the update of what is happening on the Kadovar Island in the East Sepik Province, regarding the volcanic eruption and what steps are being taken to assist the 591 men, women and children of Kadovar Island.
The Kadovar is located at the border of Madang and East Sepik and is one of the six islands in the SCHOUTEN group of islands. According to the Rabaul Volcanic Observatory, Kadovar Island volcano is likely to erupt and if it does, volcanoes on the nearby islands of Ruprup and Biem are also likely follow suit.
Due to the geographical isolation of the islands, evacuation is a difficulty but fortunately two ward councilors from Kadovar and the Ruprup islands took the initiative to organize the evacuation of 591 men, women and children of the Kadovar Island to the Ruprup Island, hence no causalities currently.

All three Islands have an estimated population of 5000 plus but hopefully, the Authorities wont need to evacuate all of them but the planning currently undertaken takes into account the worst case scenario. In the next few days the East Sepik Provincial Government and the National Disaster Office will be getting detail reports from all National Agencies concerned to access the current situation and deal with it in the most orderly and organized manner to assist the victims of this Natural Disaster currently faced.

Currently Police and Defense Force Personnel on ground have been working closely with the Provincial Authorities since day one. A helicopter from the PNGDF Air element has been deployed for reconnaissance of the islands, a PNGDF Patrol boat from Manus will be on standby if there is a need for evacuating a large number of people and a PNGDF Landing Craft will be departing Port Moresby in the next 24 hours with most needed food, water and medical supplies for the islands.

The East Sepik Provincial Government is assuming the worst case scenario and planning and moving things as fast as they can. In August, the police shut down the most widely used German-language platform for radical politics. On December 5, police carried out 24 raids on leftist and autonomous infrastructure across Germany, seizing laptops, cell phones, and other means of communication. Background: The Rigaer 94

The Rigaer 94 is an autonomous housing project and social center in the Berlin neighborhood of Friedrichshain. The house has been at the center of many conflicts with the police, especially over the past two years. In 2016, the police declared the area immediately surrounding the Rigaer Strasse to be a danger zone. This designates a zone in which the police do not have to obey the law, where they may act according to the supposed imperatives of security. Berlin police regularly carry out illegal searches and set up control checkpoints in the neighborhood to harass inhabitants of the Rigaer Strasse.

TEHRAN, Iran Irans foreign minister has warned neighboring countries over fomenting insecurity in his country, a reference to anti-government protests that have roiled Iran over the past two weeks.

Mohammad Javad Zarif addressed a security conference in Tehran on Monday, echoing the Iranian authorities stance which alleges that foreign countries have stirred up unrest linked to the protests.

Zarif says that no country can create a secure environment for itself at the expense of creating insecurity among its neighbors.

The official IRNA news agency quoted Zarif as saying that such efforts will only backfire.

Iranian authorities have said in the past few days that the protests which at first vented anger at economic woes but later saw demonstrators calling for the overthrow of the government are waning.


Tongan seasonal worker dies in Queensland, Australia "IndyWatch Feed Allworld"

A Tongan man in Queensland with the government-run Seasonal Worker Program has become the 14th person to die while working on the controversial scheme.

The 35-year-old man had been working on a farm in the Bundaberg region and is believed to have been discovered dead in his accommodation early Thursday morning.

The death comes just weeks after a special investigation by The Courier-Mail revealed 13 workers had died on the Seasonal Worker Program, with extreme neglect allegedly contributing to a number of deaths and serious injuries.

A Queensland Police spokesman said officers were called to the property shortly before 7am on Thursday.

He said that at this stage the death was non-suspicious, and that an autopsy would be performed to identify the cause of death.

The Tongan community will hold a memorial service in Bundaberg.

Designed to alleviate labour shortages on Australian farms and provide foreign aid for Pacific nations, the Seasonal Worker Program began as a pilot in 2009.

There have been 13 deaths since the program became official in 2012, at least eight of them in Queensland.

A Workplace Health and Safety spokesman said the office was aware of the death and inquiries were being made.

A spokesman for the Department of Jobs and Small Business which oversees the program said the government was aware of the sad death.

We express our deepest condolences to the workers family and friends and the Government of the Kingdom of Tonga, he said. On (Friday), departmental representatives arrived at the location to meet with the workers colleagues and other affected persons.

There is a Queensland Police investigation currently underway. The department will not provide further details in relation to this participant out of respect for the family and community.

It is the second death of a Pacific Islander on the Seasonal Worker Program in the Bundaberg region.

In May, 22-year-old Sione Vakameilalo Fifita, known as Vaka, was working for a contractor at Childers when he became unwell and later died.

His family claims he was sick for about two weeks before his death, and his workmates reported he was vomiting blood but received no medical assistance until it was too late.

When Israel published Sunday a list of 20 groups advocating a boycott of Israel whose members will be denied entry to the country, it did not release a list of such activists who will be denied entry and according to the Strategic Affairs Ministry, no such list exists. However, it has made clear that leading activists or significant employees of the listed organizations will be targeted for enforcement.

The heads and key activists in these organizations are the ones who will not be allowed to enter Israel, the ministry said. But officials in the Interior Ministry and bureau of Strategic Affairs Minister Gilad Erdan told Haaretz that names will indeed be sent to border control for enforcement purposes.

According to these officials, activists who are not defined as in the core of the organization, or who are not known to the ministry from public sources, will not necessarily be stopped. The Strategic Affairs Ministry said If as part of routine questioning carried out by border control personnel, the organizational affinity of the applicant for entry comes up, denial of entry will be considered based on the criteria published on the Interior Ministry website. As well, if an announcement is published of the arrival of activists from organizations defined as banned, they will be turned down if they meet the criteria.


According to the ministry, the list of criteria for the law, which has been posted on the Interior Ministry website, details the possibilities by which entry may still be permitted to Israel, including for humanitarian reasons. This distinction is likely to become significant, for Jewish activists in Jewish Voice for Peace with family in Israel, for example. According to the criteria, groups will be blacklisted if they support boycotts and their promotion, actively, continuously and continually.

The list of criteria also clarifies the fact that an organization is anti-Israel or pro-Palestinian or has a critical agenda toward Israeli government policy, does not, in itself, constitute a reason to deny entry to Israel.

Governemnt forces have liberated 11 more villages from Hayat Tahrir al-Sham (formerly Jabhat al-Nusra, the Syrian branch of al-Qaeda) in southern Idlib, according to the Hezbollah media wing in Syria.

According to the report, the Syrian Arab Army (SAA), the Tiger Forces and pro-government factions advanced north and east of the recently liberated town of Sinjar in order to secure the recent gains. The rapid SAA progress in the area shows that militants had not been able to re-group yet and are still struggling to organize a defense there. 

Pro-government sources speculate that government forces may reach the Abu al-Duhur airbase soon if the situation develops in the current direction.

DHERST's Online selection for Tertiary Institutions reliable, says Fr Jan Cuzuba "IndyWatch Feed Allworld"

The Grade 12 online selection has proven to be more reliable than the manual selection by revealing that all students scoring grade point average above 2.2 got selected which saw over 12, 000 selected within four minutes.

Department of Higher Education Research Science and Technology (DHERST) Secretary Fr Jan Czuba said in 2016, there were 2293 such students and even 66 with GPA above 3.8 missed out.
The online selection data revealed that 47 per cent of the 25, 848 students applied were selected.
With the inaugural use of the online selection system, a total of 12,234 students have been allocated to a study programme, Fr Jan said.
Online selection data revealed that the system selected 12,234 candidates to 164 programmes within four minutes which 98 per cent of places for school leavers filled with candidates who met the requirement.
It stated that this was done in four steps.
Candidates who selected a programme as a first choice and met entrance criteria were put on the waiting list. Finally, 3140 of them were matched to the programmes of their first choice, Fr Jan said.
Candidates on the waiting list were compared with candidates who selected the programme as a second choice, met criteria and were rejected by their first choice.
Best of both groups were matched to the programme. In this stage, the algorithm added 2302 matches.
There was still some space on the list, best candidates who were rejected in step 1 and 2 and met criteria were allocated to the programme. This added 6553 candidates to programmes. The programme then filled the remaining places with best candidates rejected in step 1, 2 and 3. Only 239 candidates were added at this stage.

Violence against women and girls is a hidden global crisis which knows no boundaries of geography or culture. But, marginalized women, such as poor women and girls, are most likely to experience it, most often at the hands of their husbands or partners.

Violence against women and girls takes many different forms, including domestic violence, sexual assault and harassment, child, early and forced marriage, sex trafficking, so called honor crimes and female genital mutilation. It is rooted in the gender inequality that women face throughout their lives from childhood through to old age.

Many perpetrators believe that violence toward women and girls is normal or appropriate behavior, supported by society. They feel that they can commit violence without disapproval.

It is one of the most widespread violations of human rights and has long-term devastating effects on the lives of women, their communities and wider society. It is time to say enough is enough. We want violence against women to end.

For those of us Millennials, its never been easier to raise funds for a new startup!

2017 has seen the rise of ICOs (Initial Coin Offerings). ICOs are a novel way for teams to raise funding in exchange for tokens that are (or will be) used to interact with the companys product. Through the sale of tokens, startup teams can get the funding they need to further develop their products without having to give up control to investors. Instead, they get the funding by selling digital tokens that at some point should be useful within their platform, hopefully holdingor even increasingtheir value.

The early days of ICOs were a success, and in most cases, they raised millions of dollars each in a matter of days or even hours. As these results started to make headlines, more people started jumping on the ICO bandwagon. It didnt matter what the product was, or even if it made sense to build those products using Blockchain technology.

Eric Risleys article, Tale of Two Worlds, shows that ICOs are failing to raise the funds they intended to raise as the months go by.

The chart he published goes from June to mid-September 2017, but given how exponentially this trend has evolved, I bet it has only gotten worse.

A Congolese organization has recently raised concerns that conservation contributed to the deaths of several dozen children, mostly Bayaka Pygmies, during an epidemic in 2016 in the Republic of Congo the latest in a long line of related reports.

Astronomers have found a star, HD 173701, with a similar mass, radius, and age to our own Sun, but twice the metallicity:

The spots on the surface on the Sun come and go with an 11-year periodicity known as the solar cycle. The solar cycle is driven by the solar dynamo, which is an interplay between magnetic fields, convection and rotation. However, our understanding of the physics underlying the solar dynamo is far from complete. One example is the so-called Maunder Minimum, a period in the 17th century, where spots almost disappeared from the surface of the Sun for a period of over 50 years.

Now, a large international team led by Christoffer Karoff from Aarhus University has found a star that can help shed light on the physics underlying the solar dynamo. The star is located 120 light years away in the constellation of Cygnus, and on the surface, the star looks just like the Sun: it has the same mass, radius and age -- but inside, the chemical composition of the star is very different. It consists of around twice as many heavy elements as in the Sun. Heavy elements here means elements heavier than hydrogen and helium.

The team has succeeded in combining observations from the Kepler spacecraft with ground-based observations dating as far back as 1978, thereby reconstructing a 7.4-year cycle in this star. "The unique combination of a star almost identical to the Sun, except for the chemical composition, with a cycle that has been observed from both the Kepler spacecraft and from ground makes this star a Rosetta Stone for the study of stellar dynamos." explains Karoff.

Due to ongoing tensions with China, the Indian Air Force has deployed a flight of at least four Su-30MKI multi-role fighter to Hasimara, the nearest Indian airbase to the recent Doklam standoff. Commercial imagery first captured the aircraft in October but its possible they may have arrived earlier. Imagery in August 2017 shows that workers covered the alert revetments on both ends of the runway preventing EO observation. Given regional basing, the aircraft likely arrived from neighboring Tezpur where a full squadron is reportedly deployed.

The advanced fighters join the IAFs MIG-27ML/UPG at the strategic location. The ground attack aircraft are reportedly operated by No 22 Squadron. The overall number of MIG-27ML/UPG operated from the airbase recently decreased in 2016 when the previously co-located No 18 Squadron was decommissioned. The older non-operational airframes remain parked south of the runway.
