Eyewitnesses reported that around 2,500 people arrived on January 9 to submit documents on the first day of work this year at the offices of Russias National Program for Supporting Voluntary Migration of the Compatriots Residing Abroad. The program is open to people born in the Soviet Union and to ethnic Russians. Applicants with higher qualifications doctors, engineers and other similarly qualified specialists are typically given priority.

SEOUL (Reuters) South Korean President Moon Jae-in credited U.S. President Donald Trump on Wednesday for helping to spark the first inter-Korean talks in more than two years, and warned that Pyongyang would face stronger sanctions if provocations continued.
The talks were held on Tuesday on the South Korean side of the demilitarized zone, which has divided the two Koreas since 1953, after a prolonged period of tension on the Korean peninsula over the Norths missile and nuclear programs.North Korea ramped up its missile launches last year and also conducted its sixth and most powerful nuclear test, resulting in some of the strongest international sanctions yet.
The latest sanctions sought to drastically cut the Norths access to refined petroleum imports and earnings from workers abroad. Pyongyang called the steps an act of war.
Seoul and Pyongyang agreed at Tuesdays talks, the first since December 2015, to resolve all problems between them through dialogue and also to revive military consultations so that accidental conflict could be averted.

Last October, before Intels Management Engine was completely broken and the Spectre and Meltdown exploits drove Intels security profile further into the ground, we had a problem with wireless networking. WPA2 was cracked with KRACK, the Key Reinstallation Attack. The sky isnt falling quite yet, but the fact remains that the best WiFi security currently available isnt very secure at all.
This week, at the Consumer Electronics Show in Las Vegas, the WiFi Alliance announced they would introduce security enhancements in 2018. While its not said in the press release if this is a reaction to KRACK, the smart money says yes, this is indeed a reaction to KRACK.
Four new capabilities are outlined in the upcoming release of WPA3 this year. One feature will be protection for users who do not choose complex passwords. A second feature will simplify the process of configuring security on devices that have no display, ostensibly like that little button on your router that youve never pressed. The third feature will strengthen user privacy in open networks, while the fourth, the one we really care about, will add a 192-bit security suite which will, further protect WiFi networks with higher security requirements.
While most devices currently in service should have a patch for KRACK by now, there will always be thousands of unpatched devices, because, really, who is in charge of the router at your local coffee shop? Were not sure about the timing of the WiFi Alliances announcement of upcoming security improvements: coming during CES when the entirety of the tech press is gawking at manned quadcopters and an endless variety of voice assistants. But we have to say better late than never.

Israel set to approve hundreds of new settlement homes in West Bank
Israeli cabinet ministers called Wednesday for the legalization of an illegal West Bank outpost after one of its residents was murdered in a terror attack.
On Wednesday morning, Chief of Staff Gadi Eisenkot visited the Havat Gilad outpost where Rabbi Raziel Shevach, 35, a father of six, had been shot to death the night before, hit by bullets fired from a car driving along the West Banks main route.

Defense Minister Avigdor Lieberman was among the politicians who called on Wednesday for the legalization of the wildcat outpost. The security forces are hunting the terrorists who murdered Rabbi Raziel Shevach, Lieberman said.

Aisi, says the PNG Defence Force's naval element is already on the

"The Defence Force is already there, to assist with logistical requirements.
"The Rabaul Volcano Observatory is also being instructed to monitor the situation on the island as well as on nearby islands.
"We already secured the funding and we need to procure the goods from services providers in Wewak town.
We will arrange funding to Papindo in Wewak to purchase fresh water and food which are the immediate requirements."
Frank Aisi is the Deputy Secretary Policy 1, responsible for Economic, Infrastructure and International Relations with the Department of the Prime Minister and National Executive Council.

Provincial Education Director Moses Sariki, says, this is because they do not have a Provincial Education Act that allows schools to charge fees for all TVET, elementary, primary, high and secondary schools in the province.
Mr Sariki says, because Madang does not have such a law unlike provinces like East New Britain, they will have to go by the Education Secretarys circular of 2016, which prohibits school fees and other related fees.
He however explains that while schools are still allowed to collect extra money, it has to be done with the approval of the provincial education board, and must be accompanied by proper documentation of projects that the schools want to implement.
Mr Sariki also emphasized that school administrations and boards must not make decisions in isolation from parents but must always seek their approval through the Parents and Citizens Association meetings.
This means if parents agree, schools can then ask the PEB to allow them to collect what he terms as "parental contributions" for special school needs.

Britains plan for a bespoke Brexit trade deal is at risk of being derailed by German opposition even before negotiations on the EU-UK future relationship begin later this year, the Telegraph can reveal.
Angela Merkel, the German chancellor, is strongly opposed to a British plan for so-called managed divergence from the EU after Brexit, with senior EU officials and experts warning that the German leader considers the idea another ruse for Britain to have its cake and eat it.
The staunch German opposition to UK thinking on Brexit emerged as Philip Hammond, the Chancellor, and David Davis, the Brexit secretary, were due to arrive in Germany on Wednesday for a joint charm offensive.

An RTI filed by Rahul Sehrawat, a resident of Hisar, Haryana, has shed light on how the state government spent a staggering Rs 3,79,500 to buy just 10 copies of the Bhagavad Gita during the International Gita Mahotsav in November 2017. Each copy reportedly cost the government more than Rs 37,000.

Last year I read Debt: The First 5,000 Years by David Graeber. I found it compelling and included it in an article I wrote about Puerto Rico (The Spooky Nature of Debt), mentioned it in a podcast and included it in the list of books I published in December. Apparently, this was a signal to many of you that I am, or at the very least might be, interested in a strain of economic thinking called Modern Monetary Theory.
The reality is that Im a deep skeptic of the theory. In fact, I think we should all be reflexively skeptical of any theory that purports to remove burdensome economic constraints and make our lives instantly easier if only society can find the required cultural enlightenment. If you discover a magic pill that is said to solve some complex and ancient problem human societies continually struggle with, you might want to pause before taking it.
My skepticism aside, my goal here is not to convince the passionate supporters of endless federal money printing that this is a bad idea youve got your thing and you really believe it and I dont want to quarrel over it in this piece but to point out to you, and especially those sympathetic to the ends if not the means of what you advocate for, that Modern Monetary Theory is not going to solve the problems we are trying to address at Strong Towns.
Like any theory being examined in the framework of politics, economics and society, there is a lot of nuance and varying interpretations. That being said, I think the point of greatest divergence (and popular appeal) of Modern Monetary Theory is described by a sympathetic (though skeptical) Paul Krugman in the opening of a piece he wrote in 2011:
Right now, deficits dont matter a point borne out by all the evidence. But theres a school of thought the modern monetary theory people who say that deficits never matter, as long as you have your own currency.
The base concept here is described in a recent article in Truthout, "But How Will We Pay for It?": Modern Monetary Theory and Democratic Socialism. From that piece:

The Trump administration is ruling out plans to sell new drilling rights off the coast of Florida, including eastern Gulf of Mexico waters coveted by oil companies, amid pressure from Republican Governor Rick Scott.
The about-face came just five days after the Interior Department said it was considering selling oil and gas leases in more than 90 percent of U.S. coastal waters, including on all sides of Florida the straits in the south, the Atlantic Ocean and the Gulf of Mexico.
Scott had angrily denounced the plan, suggesting last week that it could jeopardize Floridas natural resources. He demanded an immediate meeting with Interior Secretary Ryan Zinke to argue against the proposal.
Zinke announced the change in a post on Twitter, saying it followed a meeting with Scott. Floridas senators Bill Nelson, a Democrat, and Marco Rubio, a Republican as well as other lawmakers from the state joined Scott in raising concerns.

Auto makers plan to formally announce location on Wednesday

Toyota Motor Corp. and Mazda Motor Corp. will build a new $1.6 billion assembly plant in Huntsville, Alabama, according to people familiar with the companies decision, a move that boosts their production capacity in the U.S. and adds to large and growing foreign auto maker presence in the southern state.
Toyota and Mazda first announced plans in August for the new plant, which will create 4,000 jobs and make up to 300,000 vehicles a year by 2021. Toyota has said it would build 150,000 Corolla models and Mazda will use the rest of the capacity for an unspecified model.
Alabama is home to three other vehicle assembly plants operated by foreign auto makers: Daimler AGs Mercedes-Benz unit, Honda Motor Co. and Hyundai Motor Co. In September, Daimler said it would invest $1 billion at its Alabama facilities on top of the $5.8 billion it has spent in the state since it began vehicle production there in 1997.
The selection of Huntsville comes a year after Toyota was criticized by U.S. President Donald Trump for plans to build a new plant in Mexico. The Japanese company announced plans within days of that to spend $10 billion in the U.S. over the next five years.
The two companies plan to formally announce the location, which had not previously been disclosed, at a press conference Wednesday in Montgomery, the state capital, the people familiar with their decision said.

A study, which was published last year, confirmed the dangers that water fluoridation has when it is consumed by children, particularly on their IQ. Not only that, fluoridated water was also shown to adversely affect the cognitive ability of babies when this is consumed by their mothers during pregnancy.
A total of 299 mother-child pairs in Mexico were examined as part of the study. Researchers looked into the link between fluoride levels in the urine of pregnant mothers and the IQ test results of their children. The results of the study revealed that toddlers born from mothers with higher fluoride levels often had lower tests compared to those whose mothers had lower fluoride levels.

The pairing of a NATO bureaucrat and a famous movie actress may at first glance appear odd. However, this partnership has been long in the making. Some years ago, NATO, always on the lookout for a reason to justify its continued existence, not to mention its perpetual expansion, came up with a new raison d'tre: It would be the global champion of women. "Achieving gender equality is our collective task. And NATO is doing its part," said Mari Skre, the NATO Secretary General's Special Representative for Women, Peace and Security, in 2013. In March 2016, on International Women's Day, NATO held a so-called "Barbershop Conference" on gender equality. Stoltenberg took the opportunity to declare that gender equality was a frightfully important issue for NATO because "NATO is a values-based organization and none of the Alliance's fundamental values-individual liberties, democracy, human rights and the rule of law-work without equality." Diversity was a source of strength. "We learned in Afghanistan and in the Balkans that by integrating gender within our operations, we make a tangible difference to the lives of women and children," Stoltenberg explained. He stressed that NATO is proud of its record in embedding gender perspectives within its work. A large order of Airbus planes from China appears likely as French President Emmanuel Macron ends his visit in Beijing. French farmers have also hailed a deal to end Chinas 2001 embargo on French beef.
Macron said he had confirmation from Chinese President Xi Jinping that a contract would be finalized shortly for China to order 184 short-haul Airbus A320s.
French officials quoted by the French news agency AFP as Macron wrapped up his three-day visit accompanied by a large French business delegation said the 184 planes would be delivered to 13 airlines in 2019 and 2020.
At Airbus list prices for the single-aisle planes, the deal could be worth at least 15 billion ($18 billion).
Macron added that France and China also had ambitions for sales of Airbuss longer-range A350 and its large but hard-to-sell A380 in the weeks and months to come.
President Xi confirmed to me that China will maintain the volume of orders in the coming years and preserve parity with the market shares of Airbus and [US rival] Boeing, Macron said at a news conference.
US rival Boeing sold 300 jets last November during a visit by President Donald Trump as China splits orders to cope with airline traffic as middle-class aspirations grow.
China also placed a large order for 140 Airbus jets during a visit by Chinese President Xi Jinping to Germany last July.
On Tuesday, Airbus, based in Toulouse, signed a provisional deal to increase the output of A320s at its China assembly plant in Tianjin from four to six planes per month by 2020.

A federal judge in San Francisco on Tuesday barred the Trump administration from turning back the Obama-era DACA program, which shielded more than 700,000 people from deportation, Reuters reported.
U.S. District Judge William Alsup ruled that the program must stay intact while litigation is played out.
Alsup ordered that until a final judgement is reached, the program must continue and those already approved for DACA protections and work permits must be allowed to renew them before they expire.

Instead, I found a willingness to listen and an appreciation that some things are complex. The idea that anyone was signed up to absolute free speech was, I argued, a myth. In fact almost everyone would like to ban someone or something, with right-wing banners well to the fore.
You dont believe me? Just attend your local Armistice Day celebrations next November wearing a white poppy and count the purple faces! We have witnessed dozens of global attempts to regulate cryptocurrencies in recent years. None of these efforts have been positive whatsoever. South Korea now urges other countries, as well as the IMF, to curb cryptocurrency trading. An interesting stance, although it may turn out rather positive for the future of Bitcoin and altcoins. Whether any of the addressed parties will take action, is something else entirely.
In a way, curbing cryptocurrency trading is all governments can do right now. Rather than take Chinas lead, following South Korea may not be a bad idea. More specifically, the local financial regulator wants to prevent money laundering, terrorist funding, et cetera. Cross-border cyber transactions involving cryptocurrency have become rather problematic in South Korea over the past few months. It is unclear if any other region of the world has to deal with similar issues right now.
An international coordination to regulate cryptocurrency trading will not be easy to achieve. Very few countries are actively concerned about this new form of money. The laissez-faire attitude reigns supreme in this regard. If countries were to work together, however, interesting things could happen. It will be either beneficial or destructive for the cryptocurrency ecosystem. In this day and age, there is no middle path when it comes to governments, regulation, and cryptocurrency.
With South Korea attempting to initiate discussions, a big first step has been taken. Addressing the way people can buy and exchange cryptocurrency seems to be the top priority. No country can afford to ignore this new form of money any longer. Preventing speculative transactions is another important aspect to keep in mind. Right now, all cryptocurrencies are mainly valued based on hype and speculation. It creates very volatile markets where money can be earned and lost very quickly.

Cook County Assessor Joseph Berrios is facing $41,000 in fines for failing to return campaign contributions from property tax appeals lawyers whose donations exceeded legal limits, according to a pair of new rulings by the county ethics board.
The rulings raise the level of scrutiny on campaign contributions given by appeals lawyers to Berrios, who doubles as chairman of the Cook County Democratic Party and depends heavily on their donations in raising political funds. The action also ignites another high-profile showdown with the county Board of Ethics, with which he previously clashed over nepotism issues.
At the center of the ethics boards rulings is a 2016 county ordinance stating that donors who seek official action with the county may contribute no more than $750 in nonelection years. Attorneys for Berrios are seeking to overturn the rulings, arguing that the county limits are unconstitutional and that higher limits set by state law should apply, among other objections.
The fines add to the controversy surrounding Berrios, who is heading into a March primary as he bids for a third four-year term as assessor.
Berrios has been under fire for inaccurate assessments that favor the wealthy over the poor since the Tribune published The Tax Divide, an investigation launched in June and continued in December in collaboration with ProPublica Illinois. Federal court monitors also have criticized Berrios for being too slow to erase politics from hiring and other employment decisions as required under the anti-patronage Shakman decree.
In rulings released late Monday, the ethics board listed 30 examples of property tax attorneys or firms whose donations to Berrios main political fund in late 2016 or early 2017 exceeded the $750 limit. It fined Berrios and the Committee to Elect Joseph Berrios Cook County Assessor $1,000 for each violation, for a total of $30,000. The $1,000 fine per violation is the maximum allowed.
An additional $11,000 in fines were imposed on Berrios and his 31st Ward Democratic Organization, the source of his main power base.
The ethics board said the 41 donations to Berrios political funds exceeded the limit by a total of $62,250 an excess of $52,200 for the assessors election fund and $10,050 for the 31st Ward fund.
Some contributions flagged by the ethics board came from the countys most active tax appeal attorneys and firms.

Israeli intelligence foiled major terrorist attacks planned against European countries, said Israeli Prime Minister Benjamin Netanyahu. The statements was made during a speech to ambassadors from member countries of NATO (North Atlantic Treaty Organization), at a meeting in Jerusalem, reported The Times of Israel.
We have, through our intelligence services, provided information that has stopped several dozen major terrorist attacks, many of them in European countries, Netanyahu said. Some of these could have been mass attacks, of the worst kind that you have experienced on the soil of Europe and even worse, because they involve civil aviation. Israel has prevented that, and thereby helped save many European lives.
Netanyahu also said Israel was fighting Sunni and Shiite radical Islamic terrorism coming from both ISIS and the Islamic Republic of Iran.
ISIS is being destroyed in Iraq and Syria, but it is trying to establish an alternative territorial base in the Sinai. Israel is contributing to preventing that in myriad ways. So we are now midway through the week and things havent been particularly easy from a bitcoin price perspective as far as long-term holdings are concerned so far. Price took a real dip overnight yet again and the bitcoin price currently sits in and around $13,800 more than 30% down on all-time highs.
As ever, when we see a dip like this, it translates to a substantial degree of weakened sentiment and generally results in an increased weakening effect purely based on the fact that people are selling in anticipation of further decline.
As most who have been in the space for a while will know, these depreciation periods arent too much of a concern and can often serve up nice opportunities to pick up cheap coins ahead of a longer-term return to the overarching upside momentum.
Thats the hope, anyway.
Whatever happens, were going to stay the course with our intraday strategy and make sure that we are ready to jump in and out of the markets as and when we get any favorable movement.
So, with this said, lets get some levels in place that we can use for the session today. As ever, take a quick look at the chart below before we get started so as to get an idea where things stand. The chart is a one-minute candlestick chart and it has our primary range overlaid in green.
As the chart shows, the range we are looking at for the session today comes in as defined by support to the downside at 13763 and resistance to the upside at 13912.
If we see price close above resistance, we will enter long towards 14050. A stop loss at 1380 looks good.
Conversely, a close below support will signal a short entry towards 13660. A stop loss on this one at 13800 works well from a risk management perspective.

The aptly named Lago Escondido (Hidden Lake), to the south of Ro Negro province, close to the border between Argentina and Chile, can only be accessed by helicopter or on a horseback journey of several days along a mountain path. English tycoon Joseph "Joe" Lewis, a personal friend of Argentine President Mauricio Macri, has kept the lake fenced for more than 20 years, ever since he bought the 11.000 hectares surrounding it. It was an irregular purchase, for this land is within the so-called "Border Security Area" and the Argentine National Defense Law does not allow it to be in foreign hands. Now a Court of Justice has reopened a lawsuit in which Lewis's eldest son and several public officials are being investigated for that fraudulent transaction.
Joe Lewis took over the land in 1996. He then built a 3.600-square-meter mansion, a guest house, stables, a soccer field, an amphitheater and a heliport. Security researchers from ESET who have analyzed recent cyber espionage campaigns conducted by the dreaded Turla APT group reported that hackers leverage on malware downloaded from what appears to be legitimate Adobe URLs and IP addresses.
Turla is the name of a Russian cyber espionage APT group (also known as Waterbug, Venomous Bear and KRYPTON) that has been active since at least 2007 targeting government organizations and private businesses.
The list of victims is long and includes also the Swiss defense firm RUAG, US Department of State, and the US Central Command.
The Turlas arsenal is composed of sophisticated hacking tools and malware tracked as Turla (Snake and Uroburos rootkit), Epic Turla (Wipbot and Tavdig) and Gloog Turla. In June 2016, researchers from Kaspersky reported that the Turla APT had started using rootkit), Epic Turla (Wipbot and Tavdig) and Gloog Turla.
In the most recent attacks, the group is packaging its macOS backdoor with a real Adobe Flash installer and downloading the malware on victim systems from endpoint systems that use a remote IP belonging to Akamai, the Content Delivery Network that is also used by Adobe for its supply chain. Legitimate Flash installer, in fact, are also distributed through the Akamai network.
In recent months, we have observed a strange, new behavior, leading to compromise by one of Turlas backdoors. Not only is it packaged with the real Flash installer, but it also appears to be downloaded from adobe.com. reads the report published by ESET.

As Russias largest torrent site and one that earned itself a mention in TFs list of most popular torrent sites 2018, RuTracker is continuously under fire.

While all of these methods used to work just fine, new legislation that came into force during October means that mirror and proxy sites can be added to block lists without copyright holders having to return to court. And, following legislation introduced in November, local VPN services are forbidden from providing access to blocked sites.
While RuTracker has always insisted that web blockades have little effect on the numbers of people sharing content, direct traffic to their main domains has definitely suffered. To solve this problem and go some way towards mitigating VPN and proxy bans, the site has just come up with a new plan to keep the torrents flowing.

Yorkshire Water and the Environment Agency both have their respective and important roles and responsibilities but the greatest impact of less than EXCELLENT Bathing Water, as targeted by Yorkshire Water with its major investment programme, is on the tourism and business sectors.
As you are all aware, Yorkshire Water and the Environment Agency carried out a major DNA sampling programme of bathing water within the South Bay and Wheatcroft area of Scarborough in late summer of 2016. You have all received copies of the detailed technical report together with the Executive Summary.
The findings of the report are guiding further work towards identifying possible sources and locations where different types of pollution start to be problematic. As was always stressed, we did not believe the report would, alone, provide all the answers to be able to solve the problem.

Senior Hamas leader Imad al-Alami shot himself in the head by accident while cleaning his weapon, according to a Hamas spokesperson.
The accident occured while al-Alami, also known as Abu Hamam, was inspecting his personal weapon in his home, Hamas spokesperson Fawzi Barhoum told media. Alami is in critical condition and is reportedly being treated at a hospital in Gaza city.
The BBC reported that, according to initial reports, the shooting may have been an assassination attempt.
Alami, now in his sixties, was one of the founders of Hamas and is a former member of the groups political bureau. He was designated as a special global terrorist by the United States in 2003, along with five other senior Hamas leaders.
From 1994, when he was exiled from Israel, until 2008, when he moved to Damascus, he represented Hamas in Iran. In 2012 he became deputy Hamas leader on his return to Gaza, according to The Daily Wire. He held that position until early 2017.

The Register asked Seagate's Director of Technology Strategy and Product Planning Jason Feist about the company's plans to use multi-actuator technology in upcoming hard disk drives. Seagate insists that the technology can double input/output operations per second (rather than increasing it by, for example, 1.8x), and says that customers have validated the concept:
Howard Marks, founder and chief scientist at Deep Storage Net said: "We've had drives with 2 positioners before (IBM 3380 - one set of heads were dedicated to inner tracks, the other to outer tracks). That was back in the day of linear voice coils so they came from opposite sides of the 14-inch platters."
He identifies a software issue with Seagate's multi-actuator single pivot design: "Most storage software including logical volume managers and file systems, are built with the knowledge that a disk drive can only have it's heads in one place at a time and their queuing logic may mismatch with the multipositioner logic." This means: "It may not double throughput for large I/Os."
It could get close though, as "I understand that Seagate is going to make these look like 2 logical drives via a driver. That should solve #1 above and let systems get 1.8-1.9X IOPS."

New Delhi: A new sweeping two-tier security system for the Aadhaar programme was announced by the Unique Identification Authority of India (UIDAI) on Thursday, weeks after a wave of data breaches and leaks raised fresh privacy and security concerns.
One new measure is the introduction of a virtual ID for every Aadhaar holder a temporary 16-digit number that will be mapped to a users Aadhaar number that will allow the individual in question to avoid furnishing his or her Aadhaar number at the time of authentication.
The second, according to an IT ministry notification, is the creation of a limited KYC (know your customer) service that will purportedly prevent agencies from storing Aadhaar numbers during the paperless KYC process.
Residents are currently required to share Aadhaar number to authenticate their identity to avail various services. With the introduction of virtual ID (VID), a fungible number mapped to the Aadhaar number, Aadhaar number holders will have an option not to share their Aadhaar number to improve privacy, the notification says.

Honduras: Fruit company Fyffes accused of poisoning workers at melon plantation

The diplomatic and media storm is far from abiding with questions about the origin of the protests. What really took place in Iran at the very end of year 2017 and at the very beginning of 2018? Was it a spontaneous rebellion, an attempt to improve economic and social situation in the country, a revolt against ayatollahs, or both? Was it really a protest against Iranian-style socialism?
Protests in Iran are winding down, and the streets in most of the cities are becoming quiet again. But the question remains: who was behind the events that took at least 22 human lives?
Or was it, after all, a bold and ruthless attempt from abroad to overthrow the Iranian system?

While the eyes of the world are on Myanmars northern Rakhine and Coxs Bazaar, Bangladesh, more than 60,000 Rohingya children remain nearly forgotten, trapped in appalling camps in central Rakhine where the shelters teeter on stilts above garbage and excrement, the United Nations Childrens Fund (UNICEF) on 9 January 2018 reported.
She painted a harrowing picture of the situation in Rakhine, noting that prior to 25 August, when the most recent outbreak of violence occurred, UNICEF had been treating 4,800 children suffering from severe acute malnutrition; these children are no longer receiving this life-saving treatment.

For the same reason, I worry that he won't be a solid vote on labor issues which would be really unfortunate for running the HELP committee in the event the Democrats win back a narrow majority.
Tina Smith's assignments seem better suited to helping her make inroads with the constituencies she'll need to hold her seat.
Ron Brownstein has a pretty good analysis of the Republicans electoral strategy, but I think hes missing one important ingredient. He identifies two basic decisions that the Republicans have already taken that will have a major impact on the midterms and that will very difficult to compensate for over the course of the campaigns.
The first has been to align more closely with Trump even as questions have mounted about both his basic fitness for the presidency and the potential legal exposure that he and his inner circle might face in the investigation of special counsel Robert Mueller. The second has been to pursue a policy agenda, on issues from taxes to health care to the environment, aimed almost entirely at the preferences of their partys conservative base, with strikingly few concessions to any voices or interests beyond their core coalition.
Before November, the GOP might modulate each of these choices. But Republicans have engraved the fundamental outline of each direction so deeply over the past year that they are unlikely to be significantly altered.
The decisions to increasingly lock arms with Trump and to pursue such a partisan agenda reflect the same political calculation. On each front, Republicans are placing the highest priority on maximizing unity and enthusiasm among their base voters even at the price of infuriating and energizing Democrats, and antagonizing more swing voters especially suburban college-educated whites. For voters anywhere on the continuum from ambivalent to alarmed about Trump, congressional Republicans are now sending a clear signal that they are far more inclined to empower than to constrain him.
I think all of that is accurate. Yet, what it seems to miss is that the Republicans are looking to achieve as much as they can while they have their majorities rather than trimming their sails in the effort to maintain their majorities. This should be familiar, as its precisely what the Democrats did in 2009 and 2010. And the Democrats might have hoped back then that theyd be rewarded by their base with a lot of support and enthusiasm in the 2010 midterms, but the eventual result was that the opposition was more mobilized by a very wide margin. It turned out that doing things like vastly expanding access to health care after decades of futility caused the base to moan about the details and be complacent about the accomplishment. Doing what you promised isnt as good of a vote-getter as being in the minority while your party is getting rolled by the opposition.

When you look at all the issues that need to be negotiated before January 19th to avoid a government shutdown, its very hard to see how a shutdown can conceivably be avoided. Theres always the possibility that theyll pass another short-term continuing resolution to buy themselves more time, but even that is looking unlikely.
Because there are so many areas of dispute, both parties have a lot of options for assigning blame to the other side. If there is a shutdown, the Republicans will most likely opt to focus on two areas. One will be the old standby of a strong national defense. The GOP wants to cut a deal to break the budget caps put in place by the Budget Control Act of 2011. But the Democrats are insisting that any increase in authorized spending be split between defense and non-defense spending. The Republicans will argue that the Pentagon has been systematically underfunded ever since 2011 and that the Democrats are leaving our military in a weakened condition. Theyll argue that the Democrats are shutting down the government to protect illegal immigrants, which is also imperiling our national security.
If the Democrats want to shut down the government because they cant get amnesty for illegal immigrants, then theyre going to have to defend those actions to the American people, Republican Senator Tom Cotton of Arkansas said Sunday on ABCs This Week program.
As you can see from the two Democratic senators from New Hampshire, the Democrats will never concede that a shutdown is being done to protect the Dreamers because too many of them are frightened by the rhetoric of people like Sen. Tom Cotton. So, while they will appeal to the publics general sympathy for the Dreamers who are protected by an expiring DACA, and they will claim that they are fighting for them, if there is a shutdown they will argue that its about Trumps stupid border wall. And theyll note that Trump promised over and over again that the Mexicans would pay for his stupid border wall.
On the defense appropriations, the Democrats will counter that the Republicans just gave away all the money to millionaires with their tax reform, and that the budget rules are needed to control runaway deficit spending.
